Flats in Kolkata Under ₹1 Crore: The Realistic 2026 Shortlist
One crore is the most interesting number in Kolkata property, and not for the reason most people think. It is not just a budget. It is a tax threshold, and crossing it costs you more than the extra rupee you spent.
This is where flats in Kolkata under 1 crore genuinely make sense in 2026, why staying under the line is worth engineering, and which projects deserve a place on your shortlist.
Why ₹1 crore is a cliff, not a milestone
The West Bengal stamp duty schedule changes at exactly ₹1 crore. Below it, you pay 6% duty in Kolkata or Howrah Corporation areas, plus 1% registration. Above it, duty rises to 7% and an additional 1% stamp duty applies.
So the all-in statutory cost jumps from 7% to 9% the moment you cross. On a ₹1.02 crore purchase that is roughly ₹9.18 lakh against ₹7.14 lakh on a ₹99 lakh one. You spent ₹3 lakh more on the flat and ₹2 lakh more on the government.

What ₹1 crore buys across the city
At this budget you have genuine choice, which you do not at ₹60 lakh. Broadly: a large 3 BHK in a growth corridor, a comfortable 3 BHK in an established one, or a villa if you go further out.
Rajarhat and New Town. DTC Downtown Rajarhat runs 2 BHK from ₹63 L through 3 BHK at ₹72–91 L, with a 3.5 BHK at ₹95.26 L that sits just under the line. Layouts here are among the largest in the corridor.
Vinayak 21 Acres New Town offers 2 BHK from ₹71 L and 3 BHK from ₹82 L, currently at pre-launch, which is the only stage where you buy ahead of the first price revision.
Howrah and Shibpur. Prarthana Shibpur offers 3 BHK from ₹1.10 Cr in twin towers with bridge views, which puts it just over the line, and 1,307 sq ft of built-up area to show for it. Worth understanding what the extra 2% buys you.
North Kolkata. Orbit Dakshini Dakshineswar starts at ₹1.11 Cr for a 3 BHK at 1,250 sq ft, minutes from both the metro and the Ganga. Again just above the threshold, and again worth weighing against a slightly smaller unit that stays under.
Behala and the south. Martin Burn Rupsha Behala starts at ₹75 L for a 2 BHK, with 3 BHK stock running into the ₹98 L to ₹1.15 Cr band. The lower half of that range is the sweet spot if you want a south Kolkata address under the cliff.
Uttarpara, if you want a villa. Codename Forest View Uttarpara starts at ₹1.2 Cr for villas beside preserved forest. Over the line, but a villa rather than a flat, which is a different asset entirely.
The trade you are actually making at ₹1 crore
At this level the decision stops being about affordability and starts being about what you value. The same money buys, roughly:
- A large 3 BHK in Rajarhat with modern infrastructure and an IT-belt commute
- A comfortable 3 BHK in Shibpur or Dakshineswar with river or bridge views
- A compact 3 BHK in south Kolkata with the address and the resale depth
- A villa an hour out, with land you will never get inside the city
None of those is the right answer. They are four different lives.
What to check before you commit at this budget
Get the assessed value, not the asking price. Stamp duty is charged on the government's assessed market value, not what you negotiated. A flat you bought at ₹98 lakh can still be assessed above ₹1 crore, which puts you over the cliff anyway. Pull the e-Assessment Slip before you sign.
Compare carpet, always. At ₹1 crore a 15% difference in loading is ₹15 lakh of value. Ask for RERA carpet area in writing on every shortlisted project.
Check what the extra 2% is buying. If a project sits at ₹1.05 Cr, ask whether a lower floor or a different stack brings it under ₹1 crore. Developers will often accommodate this because it closes the sale.
How much loan you need at this level
At ₹1 crore the financing conversation changes shape. Lenders typically fund up to 75% to 80% of agreement value at this ticket, so you need roughly ₹20 to ₹25 lakh of your own money before you have paid a rupee of stamp duty. Add the 7% statutory cost and you are looking at ₹27 to ₹32 lakh in hand.
Banks also scrutinise this band more carefully than the ₹50 lakh band. Expect closer questions on income stability, existing obligations and, for under-construction property, the developer's approval status with that particular lender. A project already funded by a major bank is materially easier to borrow against than one that is not, and it is a reasonable question to ask before you shortlist.

Where to start
If your ceiling is firm at ₹1 crore, look hardest at Rajarhat and Behala, where genuine stock sits below the line. If you can stretch, the Howrah riverfront and north Kolkata options give you more space and a view for the extra duty.
